Foreword
For quite some time now, Kangema Constituency Development Fund (CDF) has toyed with the idea of writing a strategic plan but has not up to his moment been able to embark on the same.
The reason for this is twofold. In the first instance, we felt that the constituency development fund was created to respond to urgent community based needs.
Because of our development history, which I don not intend to revisit right now, some of these community needs had been a long term desire of communities that had not been met. The people of Kangema are hard working. They had initiated many projects through self help, a majority of which were either stalled or were just at the design stage. As is common knowledge, the lack of movement in the area of community development was not out of lethargy but due to the harsh economics realities that were prevailing. Being a constituency whose economy is based on agriculture, the economic difficulties were directly related to the collapse of the coffee and dairy sub-sectors.
Kangema CDF therefore felt that it was more important to respond quickly to these felt needs even before drawing out a longer term development plan because at this initial stage, it would be considered to be theoretical and not addressing those immediate needs.
The second reason why the strategic plan took long to come to fruition is that we felt that it should be a plan that is all inclusive and consultative.
We have over the last few years established community representation right from the village level to the constituency. The Kangema Constituency Development Committee (CDDC) is represented at the sub-locational level (Village) by 12 (twelve) elders who are selected based on their ability to consult, relate and articulate the felt needs of their community. These elders sit at the sub-locational level identify development projects and refine the same at the locational level where they meet with all the other committees that comprise the location.This locational development committee of 48 elders is further boosted by representation from the youth and women representatives, the area councilor, selected religious leaders etc. and they meet under the chairmanship of the chief. It is this body that recommends projects to the CDC for final consideration and implementation.All these people had to be involved in the writing of a strategic plan if indeed we can claim that a plan is community based.
I am satisfied that although this is our first plan as Kangema constituency, it is a good beginning and will lay the foundation for future plans which will have a point of reference.
I am therefore happy to launch this plan and hope it will elicit debate, trigger new ideas and be the point from where we will have an even brighter and better focused future.
Our country is now looking to the future. Kangema is looking to the future.
